Colombian Designers Develop Landmine-defeating Shoe

De-miners use high-tech gear to find these explosives,

it is clearly justifiable and necessary that we develop our own national capabilities:
research and technological development that allows the de-miners,

Camacho says much of the blame rests with what he calls ‘illegal, armed groups.’

아마도 현지인이 하는 말 그대로 옮겨서 그런 거 같습니다.
흔한 영어실수? 지뢰에 고통을 많이 받고 있다. 그래서 개발해야 한다 ~ 이런식으로 해석하면 쉽게 이해됩니다.
so 는 강조의 의미로 해석하시고 뒤에 나오는 it is 부사 형용사 구문은 it ~ that 가주어 진주어 구문입니다.
거꾸로 해석해보시면 알 수 있습니다.
that 이하 내용을 하는 것은 매우 타당하고 필수적이다. 뒤에 나오는 that은 주격관계대명사의 that 이다.
