오바마 고별연설4

Today, the economy is growing again; wages, incomes, home values, and retirement accounts are rising again; poverty is falling again.  The wealthy are paying a fairer share of taxes even as the stock market shatters records.  The unemployment rate is near a ten-year low.  The uninsured rate has never, ever been lower.  Health care costs are rising at the slowest rate in fifty years.  And if anyone can put together a plan that is demonstrably better than the improvements we’ve made to our health care system ? that covers as many people at less cost ? I will publicly support it.

That, after all, is why we serve ? to make people’s lives better, not worse.

좋은 소식은 오늘날 경제가 다시 성장하고 있다는 것입니다. 임금, 소득, 주택 가치 및 은퇴 계좌가 모두 다시 상승하고 있습니다. 빈곤은 다시 줄어들고 있습니다.

부자들은 공정한 몫의 세금을 내고 있습니다. 주식 시장이 붕괴됐을 때도 실업률은 10년 사이 최저 수준에 가깝습니다. 보험에 들지 않는 비율은 지금보다 낮았던 적이 없습니다.

건강 관리에 드는 비용은 50년 만에 가장 낮은 속도로 상승하고 있습니다. 제가 말했듯이 누구든 우리가 건강 관리 시스템을 향상하였던 것보다 더 나은, 비용을 적게 들이고도 많은 사람들을 대상으로 하는 계획을 세울 수 있습니다. 저는 이를 공개적으로 지지할 것입니다.

왜냐하면 그것은 결국 우리가 봉사하는 이유이기 때문입니다. 점수를 따거나 신용을 얻기 위해서가 아닙니다. 사람들의 삶을 개선하기 위해서입니다.  

But for all the real progress we’ve made, we know it’s not enough.  Our economy doesn’t work as well or grow as fast when a few prosper at the expense of a growing middle class.  But stark inequality is also corrosive to our democratic principles.  While the top one percent has amassed a bigger share of wealth and income, too many families, in inner cities and rural counties, have been left behind ? the laid-off factory worker; the waitress and health care worker who struggle to pay the bills ? convinced that the game is fixed against them, that their government only serves the interests of the powerful ? a recipe for more cynicism and polarization in our politics.

그러나 우리가 이뤄낸 모든 진보에도 불구하고 우리는 그것이 충분하지 않다는 것을 압니다. 성장하는 중산층과 중산층에 들기를 원하는 사람들을 위한 사다리를 희생시키면서 소수의 사람들이 번영하는 한 우리의 경제는 잘 작동하거나 성장할 수 없습니다.

 경제적으로 논쟁적인 주제입니다. 그러나 명백한 불평등은 또한 우리의 민주주의적인 사고를 녹슬게 합니다. 상위 1%가 더 많은 부와 소득을 누리고 있지만, 도심부와 농촌 지역의 많은 가정들이 뒤쳐져 있습니다.

해고당한 공장 노동자, 웨이트리스 또는 보건 의료 종사자는 간신히 살아가고 생활비를 대는데도 어려움을 겪습니다. 게임의 규칙이 그들에게 불리하게 설정되어 있다고 확신합니다. 그들의 정부가 힘 있는 사람들의 이익만을 위해 봉사한다고 생각합니다. 이것은 우리 정치에서 냉소주의와 양극화를 가중시키고 있습니다.  

There are no quick fixes to this long-term trend.  I agree that our trade should be fair and not just free.  But the next wave of economic dislocation won’t come from overseas.  It will come from the relentless pace of automation that makes many good, middle-class jobs obsolete.

And so we must forge a new social compact ? to guarantee all our kids the education they need; to give workers the power to unionize for better wages; to update the social safety net to reflect the way we live now and make more reforms to the tax code so corporations and individuals who reap the most from the new economy don’t avoid their obligations to the country that’s made their success possible.  We can argue about how to best achieve these goals.  But we can’t be complacent about the goals themselves.  For if we don’t create opportunity for all people, the disaffection and division that has stalled our progress will only sharpen in years to come.

There’s a second threat to our democracy ? one as old as our nation itself.  After my election, there was talk of a post-racial America.  Such a vision, however well-intended, was never realistic.  For race remains a potent and often divisive force in our society.  I’ve lived long enough to know that race relations are better than they were ten, or twenty, or thirty years ago ? you can see it not just in statistics, but in the attitudes of young Americans across the political spectrum.

지금 이런 장기적인 추세를 수정할 수 있는 재빠른 방법은 없습니다. 저는 우리 무역이 자유로울 뿐만 아니라 공정해야 한다는 점에 동의합니다. 그러나 경제적 파급의 다음 물결은 해외에서 오는 것이 아닙니다. 그것은 많은 좋은 중산층 일자리를 쓸모없게 만드는 자동화의 끊임없는 흐름에서 비롯됩니다. 그래서 우리는 모든 아이들에게 그들이 필요한 교육을 보장하는 새로운 사회적 협약을 만들어야 할 것입니다.  

노동자들에게 힘을 주기 위해서.

더 나은 임금을 위해 노조를 설립할 수 있도록.

지금의 삶의 양식을 반영하도록 사회 안전망을 개선하기 위해서.

그리고 이 새로운 경제에서 가장 많은 이익을 거두는 기업과 개인이 그들의 성공을 가능케 한 국가에 대한 의무를 피하지 않도록 세법을 더 개혁하기 위해서.

우리는 이러한 목표를 달성하는 최선의 방법이 무엇이냐를 두고 다툴 수 있습니다. 그러나 우리는 목표 자체에 대해서는 지금 현실에 안주할 수 없습니다. 우리가 모든 사람들을 위한 기회를 창출하지 않는다면, 우리의 진전을 지연시킨 불만과 분열은 앞으로 수년 내에 예리해질 것입니다. 우리 민주주의에 두 번째 위협이 있습니다. 그리고 이것은 우리 국가만큼 오래되었습니다. 저의 당선 이후 탈인종적 미국에 대한 이야기가 있었습니다. 그리고 그러한 전망은 아무리 좋은 의도였다고 해도 결코 현실적이지 않았습니다. 인종은 유력하게 남아있습니다.

그리고 종종 우리 사회를 분열하는 힘이 됩니다. 이제 저는 인종 간의 관계가 10년 또는 20년 또는 30년 전보다 더 개선됐다는 점을 알 수 있을 정도로 오래 살았습니다. 

여러분은 이를 통계에서만 알 수 있는 것이 아닙니다. 당신은 정치 스펙트럼에 걸쳐 젊은 미국인들의 태도에서 그것을 봅니다. 그러나 우리는 우리가 있어야 할 곳에 있지 않습니다. 그리고 우리 모두에게 해야 할 더 많은 일이 있습니다.

But we’re not where we need to be.  All of us have more work to do.  After all, if every economic issue is framed as a struggle between a hardworking white middle class and undeserving minorities, then workers of all shades will be left fighting for scraps while the wealthy withdraw further into their private enclaves.  If we decline to invest in the children of immigrants, just because they don’t look like us, we diminish the prospects of our own children ? because those brown kids will represent a larger share of America’s workforce.  And our economy doesn’t have to be a zero-sum game.  Last year, incomes rose for all races, all age groups, for men and for women.

모든 경제적 문제가 근면한 백인 중산층과 가치 없는 소수 민족 사이의 다툼으로 틀 지워진다면, 그늘 속에 있는 모든 노동자들은 부스러기만을 위해 싸우게 될 것이며 부유층은 그들만의 피난처로 더 많은 돈을 가져갈 것입니다.

우리가 우리와 모습이 다르다는 이유로 이민자 자녀들에게 투자하기를 꺼려한다면, 우리 자신의 아이들이 발전할 수 있는 기회를 줄이게 됩니다. 왜냐하면 그 갈색 피부의 아이들은 미국 노동 인구의 더 큰 부분을 차지할 것이기 때문입니다.

그리고 우리는 경제가 제로섬 게임일 필요는 없다는 것을 보여주었습니다. 작년에는 모든 인종, 모든 연령층, 남성 및 여성의 소득이 올랐습니다. 앞으로 인종 차별에 대해 심각하게 생각한다면 고용, 주택 및 교육, 그리고 형사 사법 제도에서 차별을 금지하는 법률을 준수해야 합니다.
