Currently stationed in the vicinity of this peninsula are the three largest aircraft carriers in the world loaded to the maximum with magnificent F-35 and F-18 fighter jets.  In addition, we have nuclear submarines appropriately positioned.  The United States, under my administration, is completely rebuilding its military and is spending hundreds of billions of dollars to the newest and finest military equipment anywhere in the world being built, right now.  I want peace through strength. 
 

지금 현재, 한반도 주변에 배치되어있는 것들이 세대의 큰 항공모함입니다. 이 항공모함에는 F-35가 장착되어있으며 15대의 전투기가 실려 있습니다. 그리고 우리는 핵잠수함을 적절하게 배치해두고 있습니다.

미국은 제 행정부 안에서 완전하게 그 군사력을 재구축하고 있으며 수천억에 달하는 돈을 지출해서 가장 새롭고 가장 발전된 무기체계를 획득하기 위해 노력하고 있습니다. 이것이 지금 현재 전 세계적으로 일어나고 있는 것입니다. 저는 힘을 통해 평화를 유지하고자 합니다.

We are helping the Republic of Korea far beyond what any other country has ever done.  And, in the end, we will work things out far better than anybody understands or can even appreciate.  I know that the Republic of Korea, which has become a tremendously successful nation, will be a faithful ally of the United States very long into the future.
 
우리는 한국이 그 어떤 나라보다도 한국이 더 잘되길 원하고 많은 도움을 드리고 있습니다. 그리고 이를 위해 어떤 누군가가 이해할 수 있는 것보다도 더 이루기 위해 많은 노력을 경주하고 있습니다. 저는 한국이 너무나 성공적인 국가로 성장했다는 걸 알고 있으며 신뢰할 수 있는 동맹국이라는 것을 믿습니다. 그리고 미래에도 그렇게 될 것임을 믿어 의심치 않습니다.

What you have built is truly an inspiration.  Your economic transformation was linked to a political one.  The proud, sovereign, and independent people of your nation demanded the right to govern themselves.  You secured free parliamentary elections in 1988, the same year you hosted your first Olympics.  

한국이 이루어낸 것은 정말로 큰 감명을 주고 있습니다. 한국의 경제적인 탈바꿈은 정치적인 탈바꿈으로도 이어졌습니다. 주권 한국의 자긍심 넘치는 독립적인 국민들은 스스로 통치할 권리를 요구했습니다. 한국민들은 1988년 자유총선을 치릅니다. 이것이 한국이 첫 올림픽을 개최한 바로 그 해입니다.

 
Soon after, you elected your first civilian president in more than three decades.  And when the Republic you won faced financial crisis, you lined up by the millions to give your most prized possessions -- your wedding rings, heirlooms, and gold “luck keys” -- to restore the promise of a better future for your children. 

곧이어 한국민들은 30여년 만에 처음으로 문민 대통령을 배출했습니다. 그리고 여러분의 손으로 이룩한 나라가 금융위기에 처했을 때 여러분들은 수백만씩 줄을 지어 가장 값나가는 물건들을 기꺼이 내놨습니다. 여러분들 결혼반지와 가보, 황금 행운의 열쇠를 내놓으며 자녀들의 더 나은 미래를 위해 담보하고자 했던 것이 바로 여러분들입니다.
 
 
Your wealth is measured in more than money -- it is measured in achievements of the mind and achievements of spirit.  Over the last several decades, your scientists of engineers -- have engineered so many magnificent things.  You've pushed the boundaries of technology, pioneered miraculous medical treatments, and emerged as leaders in unlocking the mysteries of our universe. 
 

여러분의 부는 단순한 금전적 가치 그 이상이며 마음과 정신의 업적입니다. 지난 수십 년간 한국의 과학자와 공학자들이 너무나 많은 훌륭한 것들을 발견해냈습니다. 여러분들의 기술의 한계를 확대하고 기적적인 의학적 치료법을 개척하며 우주의 불가사의를 풀어내는 리더로 부상했습니다.

Korean authors penned roughly 40,000 books this year.  Korean musicians fill concert halls all around the world.  Young Korean students graduate from college at the highest rates of any country.  And Korean golfers are some of the best on Earth. 
 

한국 작가들은 연간 약 4만권의 책을 저술하고 있습니다. 한국 음악가들은 전 세계 콘서트장을 메우고 있습니다. 한국 학생들의 대학 졸업률은 전 세계 최고수준에 달하고 있습니다. 그리고 한국의 골프선수들은 세계 최고의 기량을 갖추고 있습니다.

In fact -- and you know what I'm going to say -- the Women's U.S. Open was held this year at Trump National Golf Club in Bedminster, New Jersey, and it just happened to be won by a great Korean golfer, Sung-hyun Park.  An eighth of the top 10 players were from Korea.  And the top four golfers -- one, two, three, four -- the top four were from Korea.  Congratulations.  
Congratulations.  And that's something.  That is really something.    
 

사실 제가 무슨 말씀드릴지 아실 거라고 생각합니다만, 올해 US오픈 대회가 뉴저지에 있는 트럼프 골프클럽에서 열렸습니다. 그리고 한국의 훌륭한 여성 골퍼인 박성현 씨가 바로 여기서 승리한 것입니다. 전 세계 10위권에 드는 훌륭한 선수입니다. 그리고 세계 4대 골프선수들이 모두 한국 출신입니다. 축하드립니다.

Here in Seoul, architectural wonders like the Sixty-Three Building and the Lotte World Tower -- very beautiful -- grace the sky and house the workers of many growing industries. 
Your citizens now help to feed the hungry, fight terrorism, and solve problems all over the world.  And in a few months, you will host the world and you will do a magnificent job at the 23rd Olympic Winter Games.  Good luck.     
 
이곳 서울에서는 63빌딩이나 롯데월드타워 같은 멋진 건축물들이 하늘을 수놓고 있고 여러 성장산업에 종사하는 근로자들의 일터가 되고 있습니다. 한국민들은 이제 굶주린 이들에게 식량을 제공하고 테러에 맞서며 전 세계 곳곳에 힘이 되고 있습니다. 그리고 몇 달 후면 여러분들은 23차 동계올림픽이라는 멋진 행사를 개최하시게 됩니다. 행운을 빕니다.

The Korean miracle extends exactly as far as the armies of free nations advanced in 1953 -- 24 miles to the north.  There, it stops; it all comes to an end.  Dead stop.  The flourishing ends, and the prison state of North Korea sadly begins.  
 
한국의 기적은 자유국가의 병력이 1953년 진격했었던 곳, 이곳으로부터 24마일 북쪽까지에만 미쳤습니다. 그리고 기적은 거기에서 멈춥니다. 거기서 모두 끝납니다. 바로 거기서 멈춰지는 것입니다. 번영은 거기서 끝나고 북한이라는 교도 국가가 시작됩니다.

Workers in North Korea labor grueling hours in unbearable conditions for almost no pay.  Recently, the entire working population was ordered to work for 70 days straight, or else pay for a day of rest.
Families live in homes without plumbing, and fewer than half have electricity.
 
북한노동자들은 끔찍하게 긴 시간을 견디기 힘든 조건에서 무보수로 일합니다. 최근에는 전 노동 인구에게 70일 연속 노동을 하든지 아니면 하루치 휴식에 대한 대가를 지불하라는 명령이 내려졌습니다. 가족들은 배관도 갖춰지지 않은 집에서 생활하고 전기를 쓰는 가정은 절반에도 못 미칩니다.

 Parents bribe teachers in hopes of saving their sons and daughters from forced labor.  More than a million North Koreans died of famine in the 1990s, and more continue to die of hunger today.

Among children under the age of five, nearly 30 percent of afflicted -- and are afflicted by stunted growth due to malnutrition.

부모들은 교사에게 촌지를 건네며 자녀들이 강제노역에서 규제될 거란 희망을 갖습니다. 100만 이상의 북한주민들이 1990년대 기근으로 사망했고 더 많은 사람들이 기하로 계속 목숨을 잃고 있습니다. 5세 미만 영유아 중 거의 30%가 영양실조로 인한 발육부진에 시달립니다.

And yet, in 2012 and 2013, the regime spent an estimated $200 million -- or almost half the money that it allocated to improve living standards for its people -- to instead build even more monuments, towers, and statues to glorify its dictators.   
What remains of the meager harvest of the North Korean economy is distributed according to perceived loyalty to a twisted regime. 
 

그럼에도 불구하고 2012년과 2013년 북한 체제는 2억 달러로 추정되는 돈, 즉 주민들의 생활수준 향상을 위해 배분한 액수의 절반에 가까운 금액을, 대신 더 많은 기념비, 탑, 동상을 건립해서 독재자를 우상화하는 데 썼습니다. 북한경제가 걷어 들이는 미미한 수확은 비뚤어진 체제에 대한 충성도에 따라 배분됩니다.

Far from valuing its people as equal citizens, this cruel dictatorship measures them, scores them, and ranks them based on the most arbitrary indications of their allegiance to the state.  Those who score the highest in loyalty may live in the capital city. Those who score the lowest starve.  A small infraction by one citizen, such as accidently staining a picture of the tyrant printed in a discarded newspaper, can wreck the social credit rank of his entire family for many decades. An estimated 100,000 North Koreans suffer in gulags, toiling in forced labor, and enduring torture, starvation, rape, and murder on a constant basis.

주민들을 동등한 시민으로 여기기는커녕 이 잔혹한 독재자는 주민들을 저울질하고 점수 매기고 국가에 대한 이들 충성도를 너무나도 자위적으로 평가해서 이들에게 등급을 매깁니다. 충성도에서 높은 점수를 딴 사람들은 수도인 평양에 거주할 수 있습니다.
점수가 가장 낮은 사람들은 먼저 아사합니다. 한사람의 작은 위반, 예를 들면 버려진 신문지에 인쇄된 독재자 사진에 얼룩을 실수로 묻히거나하면 이것이 그 사람의 가족 전체 사회 신용등급에 수십 년간 영향을 미칠 수 있습니다. 그리고 10만으로 추정되는 북한주민들이 노동수용소에서 강제노역을 하고 고문과 기아, 강간, 살인을 견뎌내며 고통 받고 있습니다.
