I am resemble a man

I resemble a man. I have a leg, but I can't walk at all.
I stand in a farm. I put on a straw hat and worn-out clothes. I have to drive away birds, because they eat corns.
And people make me stand there to watch the harmful birds. I have neither soul nor heart.

What am I ?
